I have a perfect place set up with black sand but my workers dont collect sand from it
I have 3 bags empty,not in use and accessible

You must also build a glass furnace...
it is the workshop that gives out sand collecting jobs

So I have to give the orders manually?
and Will the sand from the area ever run out?

Sand never runs out. You need to builda dditional glass furnaces and set them to repeat "get sand" forever. Oh and make 100 bags so you don't get spammed by "we need more bags" messages. This is assuming you want to mass-produce stuff from the glass industry.
