I had 3 default furniture stockpiles, two of which were half full of barrels.   One of them was designed for use by the food-processing area, so I decided to customize the furniture stockpiles.

The furniture stockpiles away from the food excluded barrels.

The furniture stockpile excluded everything except barrels.

I then expanded one of the distant piles, and removed one of the half-full ones.

They moved everything to the appropriate new piles... except the barrels.

I've got a ton of furniture that has been moved, idle haulers, and a ton of space in the barrel stockpile.

The only use of the barrels that I have seen so far is my brewers.   Other than them, none of my barrels are moving, at all.

It also appears that my food stockpile is no longer using barrels.

Fat, Tallow, Plants, and meat is just being dropped on the floor of the stockpile.

I think I had a similar problem.  Try turning on lots of Item Haulers and tell me if they start moving the barrels.
