Max bins can be larger than stockpile size

If you make a stockpile smaller, the max bin size can still be set to the original size.

As an example, if you made a 3x5 stockpile, the default bin count would be 15.

If you reduce it to 2x5, the max bins stays at 15, rather than going down to 10.
