dwarves aren't dumping anything aboveground, I have a dump, and do designate it for dumping >.<

Are they too busy?
If not, try deactivating that dump and making a new one.

Is the stuff you set to be dumped outside? If so, make sure you don't have 'dwarves ignore refuse outside' on (it is on by default)
