In what way is it a bug? I'm usually more frustrated by the "bring item to depot" being the last thing on my dwarves' minds.

If you really want it though, I guess there could be an orders option akin to "all dwarves harvest/only farmers harvest" that would make only haulers do the hauling..

I wanted a guy to make something, and only do that.  But wait!  He had to haul stuff to the depot, even though there where 20 other dwarves taking care of it!
