Medical dwarf won't diagnose

Title says it all. I have a dwarf with a fucked up leg (thanks to a kobold thief) and he's resting in the hospital, which has a couple beds, traction benches, a table, and a tin chest with whatever supplies I have. There is also a Chief Medical Dwarf with Diagnosis enabled and nothing else non-medical enabled, but he has yet to diagnose the bastard. Nothing I do seems to make him any more willing to do his job.

Any ideas?

It took a month for one of my Dwarves to get treated. He laid there on the examination bed for a MONTH.
