Train minimum in schedule?

How exactly does this work?
I was under the impression that it simply was the minimum number of dorfs needed for them to train, but when my current military has 3 dorfs and when I set the minimum to 2, only 2 would train and a 3rd would have "no scheduled order"

Anyone care to fill me in please?

It's the minimum amount of dwarves that will be training at all times.

That's what I thought it should be, but it acts like it's the maximum number of dorfs that will be training at any time instead...
