What am I doing wrong?

I've gotten my xbow dwarves to train on occasion. But now they've stopped and their job says <soldier(cannot follow order)> even though they have more than enough archery ranges and quivers and arrows. Does anyone have a step by step list of how to get them to train consistently?

Define ranges from every target. Also define a barracks nearby with some training enabled so they don't waste time going to the great hall when all the targets are in use.
