I have an active well right next to my dining room and bedrooms that nobody ever uses. ALL my dwarves use the hospital well for cleaning, mucking the place up and I just had a patient die of infection even though he was cleaned with soap. The hospial is significantly farther away from the active areas of the fort. Both wells use the same water source and are active.

How am I supposed to control what well they use if not by distance?
