A) How do I disable them? and B) Can I turn it on and off again. By which I mean can I change it like an option, I don't have to regen a new world each time or anything.

In \data\init\d_init.txt there's an option to turn invaders off near the top! I think it's instant and doesn't require a regen.

It won't get rid of any currently active invaders on your map though.  Gotta either kill 'em or find some other way to take care of them.

That's correct. I switch invaders off/on every time I switch between my succession game fort/megaproject fort.
