Problems under a glacier

My latest embark is on a glacier with an obsidian layer right under it. No plants, no surface water. Sounds like Fun, right?

The trouble is that my dwarves refuse to go beneath the glacier. I instruct them to dig stairs through the ice, but when the get to the last ice layer they just channel away the layer and refuse to go down there. Now, I can dig ramps around the stairs and then tell them to continue digging, but the most I can get them to do is dig one layer of down stairs and then stop working.

Am I missing something important about glaciers, or is this a crazy bug?

Stairs on the bottom layer of a glacier vanish when dug. Your best hope is to make some constructed stairs.

Odd. The constructed stairs utterly failed on my last embark, but it worked this time!

Hyndis: Ramps worked to get the dwarves to the bottom glacial layer, but they wouldn't continue digging from there. It was really strange.

In any case, everything is working properly now. :)
