Dwarves won't put seeds in the barrel?

I have a seed stockpile. But my dwarves seem to like putting sunberry seeds and pirkle berry seeds on the floor! It's really annoying because they just leave the seeds everywhere now. Is this a bug?

You probably don't have any empty bags as they need to put them in a bag and then in a barrel.

Sometimes it'll take a while for dwarves to get to them.

Also, is your seed stockpile specifically for a certain kind of seed? That could be it.

They will first put seeds in a bag and then any bags filled with seeds into a barrel.  They do not put seeds directly into barrels.
