Is this a bug? Power and Z levels

I'm trying to power a Millstone and a Screw Pump with two windmills, both windmills are generating power(40), the Millstone is two layers above ground while the screw pump is just one.

For the millstone I made a vertical axis between the layers.

Still both are inactive!

The millstone is like this:(side view)

W -> Windmill
V -> vertical axis
M -> Mill stone

the screw pump is like this: (top view)

In order to make the screw pump work I have to rebuild it and rebuild the windmill until it works.
The vertical axis is getting power from the windmill.

Try shifting the windmill a tile over so that you have a gear assembly connecting the two.

#1 make sure you have channeled out the floors between parts so that power is transferring.

#2 Build everything first (gears, axles, machines), then build the windmills as the last step.


Those are what comes to mind first.
