Dwarves won't wear clothing?

It doesnt seem to matter how much clothing i have in my stockpiles. They wear their clothing untill it wears right out, then continue naked for the next decade. It doesnt matter whether the clothing is made in the fortress, imported or goblinite, they will not use it. Is this happening with everyone or is there something im missing?

Clothes are disabled to prevent clothes-flooding-fortresses. It's better to have dwarves naked (at least they don't complain), then have a fortress with pig tal socks on every tile.

I get that, but it is terribly annoying. Why have a clothing industry at all, if all its good for is bandages and sutures?
