Adventure Mode: Human/Elf Defense Protocol

Okay so I just finished systematically eliminating the entire population of a human town over a period of a couple nights by sneaking around and gouging everyone's eyes out while they slept then coming back and killing them later.
Moral implications aside...
It occurred to me that no human government, no matter how inept, could have failed to respond in any way.  I figure with the army arc towns are going to be attacked more often, and I wanted to make sure this didn't slip through the cracks.
Any decent human leader would've posted more guards or barricaded the doors or gathered everyone into the town hall or something instead of business as usual.  Maybe after a certain number of citizens have been hurt or after a few instances of hostile/enemy presence both civilian and military humans/elves/dwarves could somehow respond defensively to make it harder for a ninja to sneak into their rooms at night and dismember them.  Or whatever.
Just a suggestion, since it struck me as strange from a "realism" perspective that even having everyone panic and flee would have made more sense than waiting for their impending doom.

Legendary up, retire, attack their town!

Though the AI would still suck.

And to be fair, lone assassins can be pretty difficult to keep track of. But that's still no excuse to neglect improving security, or fleeing if most of the army is wiped out.

To be honest, adventure mode towns aren't very realistic at this point; the townsfolk aren't doing any of the non-combat stuff necessary to stay alive, like farming. If the fields are ruined and some of the population is killed, then leaving would be appropriate; a few murders would make you a criminal and make people scared, but wouldn't necessarily mean locking down or abandoning the town unless a lot of people died; especially leaders and military.
