Migrants more/less likely to come based on location

I imagine that the migrants that come every season are decided by how well your fortress is doing, i.e. how much food you have stockpiled, how many beds/tables/chairs you have, etc. I think it should also take into account where in the world you are. For example, I decided to see if it was possible to build a glacier fortress (it is: bring wood/charcoal and immediately dig into the first cavern). It's doing really well - better than most I've made, possibly because the location doesn't attract goblins. But the totally inhospitable location notwithstanding, I still get like twenty migrants every season! They show up completely beaten down from the trip in the blowing snow and ice, complaining... but still they come!

This seems like something that the game could take into account when calculating how many migrants to give you each season.
