If your wood burner was once part of a squad and was interrupted during training (to make charcoal), he won't do anything ever again.

This can be easily tested by assigning the wood burner labor to another dwarf, or to note the no. of idle dwarves if your fortress is small enough to be easily managed.

Omg, I'm sorry guys, thanks so much. It turns out I only had the furnace operating labour on, not the wood burning labour. Stupid mistakes, my dwarfs are now happily churning out charcoal like cats.
