Pesky migrants flooding your fort

For a while I've been looking for some option to control immigration, but the only one I've found so far is to edit the population cap in init.txt, but in 40d apparently this doesn't stop huge waves of 25 immigrants unless you've exceeded the cap. Nonetheless someone mentioned that only the spring wave depends on wealth while the rest are random and small (less than 10) and this seems to describe my waves (shown in the rapist):
7, 7, 22, 1, 6, 2, 20
and also explain the flood of migrants people have particularly during the spring:

as well as the confusion about how much it is determined by wealth, due to the randomness in other seasons. So to verify this I'd like to see the numbers you've got each season.

the base 40d had some strange issues with migrants (21 migrants in the first wave for instance), personally i got saner migrant waves in the 40d19 openGL version.

The first spring, after arriving, or already in autumn? I've played only game on 40d19 and got the waves 7,10, so I haven't even got past the first year, but the next wave should be spring.

Other than killing dwarves I don't know of any way to slow down immigration without completely stopping it.

In 40d I found that editing the init file for max population worked well. As it hasn't been working half as well in 0.31, I found burrows and drowning chambers particularly simple, yet effective way to control my population.
