Well I've "topped out" at 160 kbps at many places, never going over it. If Steam somehow boosted my connection then I might use it more often or for all I know the lowest speed my provider offers just went up or something, I don't know.

Userpay, it's possible your maximum download speed from other sites is limited by how much they are willing to give you at a time. The download is limited by the size of the smallest pipe, and they almost certainly only give you a small part of their pipe at once.

Steam might just be giving you a little more pipe.

I doubt they're giving you enough that your pipe is smaller, and you're at your limit.

It depends on the routing as well. Steam's bandwidth feature is really fucked up and lies quite a bit.

I did the math, assuming the initial estimate of 22 hours on a 65 connection is correct then double that and a little bit more is my normal connection speed so the download would have been in the 9 hour range. The download only took about 5 hours.
