assuming that they do block trees, and don't just result in regular floor cleaning.

I have been flooring all of my plumbing since 40d, because of this exact problem, and have never had a tree or shrub grow on a constructed floor tile.  So at least in my experience, it absolutely prevents growth.

I've opted for the flooring method for my power plant, as I have plenty of stone, much of it is not magma-safe (I'm planning a magma weapon), so I don't want it used for mechanisms or anything else for that matter. Originally I just had the ramps from channeling, but those seem to kill pressure and flow as well as saplings would.
