I was hitting enemies with a scorpion stinger at one point and I never managed to poison anyone (at least I never got a message about it). I did not try throwing it, though.

I've heard that if you somehow get the poison spattered on your weapon it will affect the creature when you wound them but I've never done it myself so I can't confirm it.

By the way - and this is really just a minor detail - poisons are ingested and usually have little to no effect when introduced directly to the blood flow. Scorpions aren't poisonous, they are venomous. Yes. There is actually a difference.
