So i have a large stockpile of biscuts and stuff gathered from plants. Do dwarves not eat biscuts, or is there some other reason they won't eat? their gathering point IS the stockpile, so I can't figure out why they will hunt for vermin.

I assume we talk about DF  2010?

Well, has one of your military dwarves recentlygone insane?

There is a certain bug in DF 2010,
where an insane  dwarf who was about to replenish his rations
will continually try to complete this job (but cannot  completeit due to being insane,
thereby dropping the food).
Every food dropped this way will from then on belong to this dwarf.
The dwarf will continue to do so until all the food in the storage belongs to him
(making it unable for the other dwarves to eat any of the  foodstuff)

no, no insanity. The fortress is only a year old, but nobody will go eat.
A list of things I assume to be food (stored in barrels):
+wild strawberry biscuits [5]+
*prickle berry biscuits [5]*
*rat weed biscuits [6]*
*prickle berry biscuits [3]*
+worm meat biscuits [4]+
*horse meat biscuits [4]*
+prickle berry biscuits [2]+
-prickle berry biscuits [2]-
etc. and no they aren't forbidden
