Dead Dwarves=Population?

So I've been toying with max population.. Mainly slaughtering any new dwarves that don't have the skillsets I need/want.

Max pop is set at 25, and I've 12 dead dwarves.  Current pop is 15, and my fortress is attracting no new migrants for several seasons.  Either dead dwarves are counting as pop, or migrations take into consideration the slaughter percentage of living dwarves..

Slaugtering dwarves impacts immigrants, nobles are a much bigger factor than normal dwarves though.

Is it a permanent thing?  Can I produce enough wealth to overcome this little defect?

Unless you want to crank out ungodly amounts of stuff to make millions of dwarfbucks, just wait a few years and the migrants will eventually get over it.

I actually like the idea of them coming in smaller waves, to some degree.
