Allow owned objects to be moved

Owned objects tend to clutter your fortress in the corridors, in the wrong storerooms, in the gear works, in the throne room.. Allow these to be moved at the player's instigation. There are plenty of options:
- as ordinary items are
- dump only
- by the owners themselves only
- designating them to be dumped or melted alerts the owner that they ought to move their stuff out of the way. By lack of personal space, they pick a meeting hall.
- allow them to be affected by the proposed clean designation
- add a new stockpile toggle (like usable/unusable): owned/unowned
- make dwarves are more alert about keeping stockpiles appropriately filled (tied to hoardmaster precision?)
- cleaners move stuff out of the way on places marked as high traffic
