[0.31.01] Slightly confused goblin crossbowmen

Okay, this is a funny one - a squad of goblin crossbow men spawned, threw away all their bolts and ran to attack my fort. Whatever is causing this doesn't just apply to goblins though, I've had tree cutting migrants throwing away their axes when they spawn on the map edge, hunters throwing away weapons and armour, lots of fun.

I've noticed that when I got a migrant with woodcutter skill, he didn't have his skill enabled by default in labours menu so he just dropped his axe at the map edge. When I enabled his skill he went and got it. I got an armorsmith and he didn't have his armoring enabled either. Maybe it has something to do with that.

I belive dwarfes only have skills enabled, if there is noone on the map who is better in their trade.
So if you have an adept metalcrafter and an novice metalcrafter comes to the map, his metalcrafter labor is disabled.
If he is the first metalcrafter in your fortress, then it stays enabled.
