Not specifically DF'10 related but,

does worldsize affect in-game fps?

New question! If I were to remove elves [INTELLIGENT] tag in the raws, would it work?

If you are talking about the size of the world when you generate it, then no.
If you are talking about the size of the map when you embark, then yes.

It affects how quickly saving and loading happens. I also believe that the size of the world effects FPS and always has.

At the very least, with this newest version, I've had much better fortress performance with a medium sized world than a large one.
