My doctor seems to like to take cloth from the stock pile rather than the cabinets in the hospital, only thing I can think of is the cabinet might have been blocked by other cabinets. Can dwarves move over cabinets?

I think you need chest and/or bags, not cabinets, but I'm not sure.

Yes, I mispoke, I have chests. I checked and they do have cloth in them. Maybe the doctor just thought the dyed cloth would be a more effective bandage

I've watched, sometimes they take from the hospital stock but a lot of times they don't.  I made a cloth stockpile in the hospital, seemed to help speed things up ;p

Is there some sort of trick to storing plaster in the hospital?  No one seems to want to put it there

I don't have much experience yet with the hospital, my dwarves prefer death, but I am guessing your doctor is simply using the "closest" (in dwarves' mind) cloth from where he starts the task instead of where he executes it.
