Stockpiles can create a production order

Fortress automation improvement:

When stockpile drops below a certain %full, it either creates an order at a specific workshop, or it sends an order to the manager's job list.

Hopefully this wouldn't be *too* processor intensive, as the check would only occur when a creature accesses the stockpile.

Number two on the eternal suggestion list is standing production orders. which is basically the same thing as this idea (except its for everything not just for one stockpile). However good idea otherwise. Also, having to set it one stockpile at a time (and for every new stockpile) would be rather annoying.
