Alluvial Digging

I was thinking. It shouldn't be impossible for a civilization to dig through the alluvial types of soil without the aid of a digging tool. This could allow for civilizations that don't natively use metal. I attempted to play elves (yes, I know they aren't supposed to be playable) and they couldn't dig through even regular loam because they had no metal access.  With enough time any humanoid can dig through an alluvial layer with their bare hands. Maybe make digging through an alluvial layer the same speed as digging through rock if the miner does not carry a digging tool?

You could work around that for now. Create a wooden shovel digging item, or some sort of cloth-glove digging item. That's slightly Elfy.
