Nope.  Water is not an object.  When water appears as an object, it's either treated as a contaminant (like when a dwarf dumps out a barrel--someone will clean the floor) or as a rock that disappears (ice is mined into rocks, which vanish when it heats up).  No such luck.

Haven't played in a long time but I have this vague memory that only 1 dwarf can drink from a barrel at a time. If you don't have much booze then while a few drink, the rest make a path for water. They don't turn around if a barrel suddenly becomes unoccupied, and I suspect they won't attempt to drink booze until they are thirsty again. So you may have a long period when noone is drinking, and then everyone comes in at once and most end up on water again.

It doesn't help that dwarves like to traverse half the map to get to water even though the brook cuts straight through the middle of the fortress area...

Set zone only drinking/fishing and you should be fine...though I have seen zone only orders violated for some unknown reason.  You could also build a well or two.  I think wells take highest priority when it comes to drinking water.
