Cage his friends, set all the elves free in an arena and let them devour each other 
(would be much more fun if devouring actually worked...)

Or let him just kill the next elven caravan.

Unleash him on your nobles, or hammerer.  Was he a combat elf or something, with weapons, armour and appropriate skills? 'cause you could link his cage up to a lever and unleash him on a siege or something too, kills two birds with one stone.  Well, one elf and hopefully a few goblins.

I installed mine in a nook inside the trade depot chamber.  The next elven caravan that came along got locked in and the lever was pulled to set the berserk elf loose.  He killed everything but a donkey, which was his better...  So now I have a caged berserk donkey for the next elven caravan
