(Glitch???) HELP

Okay here's the situation, though not as life threatening as the title suggests (sorry), I just want some answers because I DON'T KNOW WHAT HAPPENED.

I got immigrants. I turned immigration OFF. Pop cap is 7 with no pregnancies. Year 2 of my fortress, autumn. What's this? "some migrants have arrived". One fishery worker. Checked the nobles screen, no inbound nobles. But a migrant came. WTF? All 7 of my dwarves are alive and happy. What happened?

The pop cap sticks at 10 at the lowest.

Elves do it in trees. Humans do it in wooden structures. Dwarves? Dwarves do it underground. With magma.

Then how'd I go through 2 years without any immigrants? My archetecture was through the roof, I had built a lot. It depends on the caravans, yeah? That would make sense, since all caravan action Ive had has been dwarven trade agreements and then stealing all of the elves stuff.

It just happens.  Guaranteed no immigrants is to use Tweak to Adjust Start to 10 dwarves, and set pop_cap to 0.

I'd do that, but I don't think dwarves have words for "fair" or "logical".
