Can we shoot him through the window?
Otherwise, move quietly north and shoot him, exposing as little of yourself as possible. If possible, look through the window to make absolutely sure where he is, then just reach an arm around the corner and fire on him that way.

Move into the room, and shoot tango. Take position in corner of room.

Carefully scoot to the corner; only exposing your hand, roll a flashbang towards the tango's position.
