How would I go about doing this?

Ok, I want to put a guy in a room, wall it up, and then drop food down to him so he lives.

How would I do this? could I build a channel or something?

on the z level above your sealed room channel a hole in the floor, then designate a garbage dumping zone on the hole.  Make sure that is the only active garbage dump and that the tile below the hole is designated as a food stockpile (to prevent rotting).  Then designate some food and booze to be dumped, your dwarves should dutily toss the stuff down the hole.  All that is left is now to reclaim the dumped food so that it is no longer forbidden and your sequestered dwarf should be good to go.
