No Goblins - any way to fix it?

In my most recent fortress, I have a perfect embark spot... well, almost.
I forgot to check for my neighbors, and going back, I realized that there are no goblins listed in my neighbors screen.

So, my question is, is it possible through modding to bring goblins into my world without having to re-gen it all again? 
Or am I wrong in assuming that there are no goblins?

(On an unrelated note, I realized that I never got a human caravan, even though I'm not at war with them, and they can access my fortress, which has an accessible trade depot.)

If you hit "c" in Fortress Mode, and nothing is listed, it means you haven't encountered them.

If you hit "Tab" on the embark map and no goblins are listed, you WON'T encounter them..

At least I think that's the way it is.

Yeah, it was on the neighbors screen before I embarked, not the Civ screen.

Your only option is to re-gen the world with a new history seed then.
