Narcotics and mind altering poisons are two seperate things. Narcotics are specific drugs used to produce numbness, sleep or paralysis intentionally, typically for a medical or recreational use. There are other drugs which are not narcotic and there are lots of toxins that effect the mind without having any medical or recreational use at all, such as the various dizziness causing venoms in various snakes and the hallucinatory toxins found in some sorts of poison dart frog.
