You can make them out of metal or wood. Wood ones are made at the siege workshop by only selecting "assemble wooden ballista ammo" The only thing needed is wood. Metal ones need to be assembled from 2 pieces (I think). A ballista head, made at the forge, and a piece of wood. They are all stored in the furniture stockpile.
