Interface: list suspended constructions

It'd be nice if in Building List you could have it list only incomplete constructions which have their construction suspended.

Alternatively, you can just look at the (j)ob list - pending constructions are listed, and anything that's suspended should be marked as such.

There can be dozens of job pages or more. A few more filters would be useful, since suspended items indicate something that didn't go as planned and that won't be finished without player intervention.
