Prescription Drug Abuse

In an L+ society, all recreational drugs are legal. Would that include prescription drugs used for recreational purposes?

Sure. What makes prescription drugs prescription drugs is that they're banned without a doctor's permission.

There are objections that can be made about this, but the same is true of a number of L+ policies.
