I tend to draft every useless dwarf, so I keep a moderately small hauler corp. It's actually very useful, you end up with a pretty nice sized army and just enough haulers to do small projects. Bonus, all those haulers are at least legendary wrestlers, so by assigning them to small squads I can have a rotating guard on the front door of my fortress. Much better, if less satisfying, than cat sentries.

I keep zero until about ~100 dwarves, and then I have five or ten for extra hauling or megaprojects. I don't like inefficiency.

I don't often pay attention to how many I have idle.  If I need something done I assign someone to do it.  And the more I have idle the more I have available to haul stone and crafts.  I just don't see any point in keeping them all working.  It's especially important for small populations where you have less specializing.  If I need some booze right then and there I don't want all my brewers off tanning leather and making wooden barrels.
