Apparently, embarking on top of another civ makes their history available for your dwarves to engrave.

I found this out by embarking in a (friendly) kobold cave. I swear, two thirds of my engravings are of semimegabeasts killing kobolds. The other third are of frog fire clowns (my ULTRA BADASS civ's ULTRA BADASS symbol.)

You don't have to embark right on the city for this to happen.  It's more about proximity--dwarves will engrave the events that happened in the area of the fortress even if it happened well before they actually embarked there.  For example, the dwarves in my current fort love to engrave pictures of humans and (modded) minotaurs fighting named sasquatches; apparently its built on someone's old hunting grounds.

Yeah I had a fort depicting nothing but Leopards killing and getting killed by goblins through about 200 years :p

I have this kobold in the cave named Fungus. He's a herbalist.

He's hanging out in my farm area.

I'LL GIVE HIM A BEAUTIFUL TOMB IN A PLUMP HELMET STOCKPILE.
