Solid Dwarf a sneaking rougelike

In theroy would it be possable to make a Metal gear rougelike using the dwarf fortress build?

Considering that stealth would be busted, and there's no way to actually create maps or much of any other content, I... actually, I'm just going to shut up and say "no".

There aren't really any great stealth scenarios in Adventure mode, since silently killing an unpopular leper thousands of miles from any settlement will still mark you as an enemy of that civilization (though indirectly setting people on fire is totally fine), and the Adventure mode experience is probably one of the most hardcoded parts of the game.
