population required for king

The population requirement for a duchy is 140, and a duchy is required for the king's arrival. Once a fortress has become a duchy does it have to maintain 140 population for the king to come, or can I retire my force of pump operators?

You need to be at a duchy level. Everything after that has nothing to do with population, and you will be given a list of requirements for the king's arrival.
