'Make Room' designates the cage as the center of a Zoo exhibit.

'Assign' allows you to put creatures into the cage, or release them from it (by using the <enter> key).

Oooo glad i didnt try assign, I would have released my main zoo exhibit.

So far I have a wolf, an obsidian rock no one is willing to dump for some reason and my broker.
Best zoo ever

and assign

If you want, you could build a different cage there, and "assign" this animal (and/or others) to that cage.   "And/or" because a single cage has infinite capacity.

There's a wiki for quick questions (and not so quick) - you might want to check it out, link in header, above forum thread list.

assign lets you add and remove tame animals from the cage.
iirc the make room turns it into a meeting area where the dwaves will appreciate the caged animals
