These solutions are too complicated.

Step 1: Carve ramps into the edges of the stream.
Step 2: Station soldiers near the carp.

If soldiers fall in, they should be able to kill whatever carp they dodged in to attack and then they should be able to swim out.

Porblem: Shetbetholtar has been pretty successful for a long time. Lots of booze, lots of food, lots of imports, lots of dead goblins. This means a lot of bored dwarves. This means a lot of partying dwarves. Married dwarves. Dwarves with kids and friends and enormous extended families. I really can't afford to lose a bunch of soldiers. The tantrum-violence-suicide spiral potential here is catastrophic. It's not a problem with goblins or megabeasts, as the legendary hammerdwarves in their masterful steel armor can bash them to death without repercussion. If they were gonna fight carp in the river, however, there's always the risk of drowning, one that is noticeably absent when fighting gobbos. I'd like to think they'd be smart enough to swim out, but I don't trust the dumb violent bastards that far.

Speaking of dwarven stupidity: I found out why I can't get marksdwarves to shoot the carp dead. My dwarves WILL NOT PICK UP BOLTS. I don't know what the problem is. They'll pick up crossbows sure enough, and we have plenty of quivers available, and we have tons of huge stacks of bone, wood, and iron bolts, but they never pick up bolts. Not to train, not to fight, nothing. They charge into battle and beat their enemies to death with the broad sides of their crossbows. Entertaining, but ultimately unhelpful. What manner of neuron has snapped in their tiny dwarven brains to render this impossible? Is there something I can do?

Are they hammering their enemies with crossbows, or are they beating them over the head with pieces of clothing and armor previously wrestled from other dwarves during sparring (assuming you trained them in wrestling at first)? All of those wooden and bone bolts should have been used up long ago at archery ranges, and items in their hands will prevent them from practicing (and likely from fighting properly too).

It's amazing how dwarves can make a stack of bones completely waterproof and magmaproof.
It's amazing how they can make an entire floodgate out of the bones of 2 cats.

No, I checked on that earlier. They all have their hands free, and they weren't (deliberately) trained as wrestlers beforehand. All they've got is what they're wearing and their crossbows.

The only other things I can think of are:

1. Can they path to the bolt stockpiles?
2. Have the bolts somehow been (f)orbidden?
3. Are the bolts stored in bins which have somehow been (f)orbidden?

Also, does their behavior improve at all if you switch them to Unarmed with no armor/shield, then re-equip them? If they have shields (and they should), they might be carrying them in the same hand as their crossbows (which would probably make it rather difficult to fire).

Spoiler (click to show/hide)

That is a lovely bikini top river system.  I order you to settle in the cleavage!!

Damming a shallow body of water is easier than you'd think.  If you don't want to drain the whole thing, which looks like it would take a long time, then pick one section of it to drain.  Put a dam up just upstream of that section (at all upstream points if there are multiple entryways) and let it drain from there.  To make it go even faster, put another dam up at the downstream point and then pump water out from the middle onto the other side of the downstream dam.

Easiest way to dam is to drain water into a large chamber below with repeating atom smashers for good measure.  Build the dam as the water is draining, since there will be a lot of 1/7-2/7 tiles around the drainage hole.

Build the dams from floodgates (or bridges, but you need to build a wall first to hold the water back as you build it) so you can open and close the dams at will, draining that section whenver it becomes carp infested again.

That is the safest and dwarfiest way to deal with the carp.  Or you can shoot them from the river banks, I guess.  I mean, if that makes you feel better. ;)
