I am 99% sure it does not. The conditions are that it needs to be outside, there needs to be wind, and it cannot be hooked to frozen machinery (according to the wiki). I don't think that steam running into it would qualify any of these.

That being said, the possibility of a "nuclear power" plant would be amazing. Imagine throwing a burning lignite bin into a pit and have water run onto it, like a reactor.

You all do know that we everytime we gen a world in DF, a new universe is created somewhere, and everytime we delete a save we kill a whole world?
Aye, we are Armok, god of blood, evil, villager gutting, fortress building, legend making and elf thongs.

i was thinking having a steady but small stream of water falling on a pool of magma, with the steam being vented through a series of windmills. Although, other than making myself the Ultimate Dwarf Bakery, there's not much point in this.

Windmills aren't really powered by wind- wind is just an environmental condition, like "light". So a movement of actual gasses isn't even measure by the windmill.

But steam is awesome.

Better yet, harness the power of a sof in the same way. ;D

Yea, those are turbines, but both work on the same principle of moving air (or moving water particles in steam) and pressure. In fact, I believe some group made a working wind turbine out of a blimp type thing.

That would be a downright awesome and easy way to get steam power in the game :)
We really need to get steam back as a functional gas.

It would be the next big step in dwarven machinery. We've already got water-power computers and 'intelligent' traps. If Toady gives us steam, we'll put dwarves in space.
