[40d] Export bans ignore items in bins

On several occasions, I have traded items to a caravan only for some of them to be retroactively placed under export bans. If I then allow the merchants to leave the map, my dwarves get charged with crimes (bug 130).

However, even if an item is already under an export ban, if it's brought to the depot in a bin, nobody gets punished when the merchants leave the map. This effectively makes export bans on finished goods completely meaningless.

It's amazing how dwarves can make a stack of bones completely waterproof and magmaproof.
It's amazing how they can make an entire floodgate out of the bones of 2 cats.

A bit of a bump, but to be more specific, the lack of punishment happens in the specific case of trading away the individual crafts without selling the bin itself - since the items themselves weren't explicitly hauled to the depot (only the bin was hauled), it presumably doesn't know who to punish and thus doesn't punish anyone.
