[ANSWERED] Will dungeon master arrive if population is capped?

Question's in the title.

My fort currently has 65 dwarves, but the population cap in the init file is set at 60. Do I have to raise the cap (and endure another migrant wave) in order to get a dungeon master, or will he just come by himself, automatically?

He'll come, as will all nobles once their conditions are met, with or without migrants.
