This quite possibly is intended behavior rather than a bug, but I didn't see any better place to post this.  I felt it would be a good idea in any case to have seeds for this unusual phenomenon out in the open.

If you generate a world with the following seeds (other parameters being the default for MEDIUM):

SEED:776880873
HISTORY_SEED:3396158820
NAME_SEED:1532930531

... the Dwarven civilization Mûthkat Lek, "The Mansion of Bristles", will have an Elven outpost liason, one Nethitha Thèneimere.

From what I gather from Legends, Nethitha was living in the elven retreat of Plainstreams when it was conquered by dwarves.  After a stint in the guard of the government the dwarves installed, she became their liaison.

Not a bug as it's possible for stuff like this to happen. I've had an elven liason once and others have reported the same too.

Yeah. Elven King/Queen, Gremlin hunter (which was odd, dunno). Possibly even Goblin civ members.

I think I got a goblin mayor/drunk for a dwarven civ, or was that a high priest/drunk? I don't really remember.

I've gotten an Elven ruler of the dwarven civ a few times before as well. I saw them in the civ list I mean.
