Peasant Jailed?

I've got a peasant who was jailed for 64 days just because a window wasn't made for my Count.  The peasant has only ever hauled and harvested.  Is there something I'm missing here as to why the peasant was picked for to be jailed, or is this a bug?

I've had Dorf's wh ohave pulled a Monty Python's Black Knight. They've had limbs chopped off and just keep coming. Although most of those are my patented "Spartan Dwarfs."
except in DF, the "I'll bit your legs off" threat is serious.

Sometimes totally random dwarves not in any way related to the making of the items mandated get punished yes, this is well known behaviour.

Random dwarves can be jailed.

Not sure how the logic behind that works, though... "You could have learned a trade and made me some fine pewter items, but you were happy being an unskilled oaf and now, hah!, now you'll see where that got you!"

The DM is pretty cool too. He deserves his ability to mandate because of his exotic creature lore. :D

Well, maybe not the Philosopher.

Or the dungeon keeper.

But yes, sometimes the dwarf getting punished for a failed mandate is completely random, it could even be the military if they are currently fighting, the guard will then try to walk through whatever is being fought to get to the 'criminal'

What kind of statues are your masons making, that you think they have "maximum exposure"?
(Full frontal ones, apparently.  With very short beards.)

Does the dungeon master ever make mandates? In the 2 successful forts I've run, the most they've ever done is demand special furniture in their rooms (which is safe to ignore if you don't mind them becoming less happy).

I think they make mandates? I'm not sure now, I can't remember a specefic incident where one made a mandate but I have this vague idea that they do. If they don't that just makes them that much more awesome.

I don't remember my DMs ever making mandates, but the fact that he tends to have metalcrafting capabilities probably keeps him busy in most fortresses. Not that that stops nobles like the Duke, despite being busy on the farm because of Dwarves All Harvest. I once had a Hammerdwarf become a Legendary Grower because of that.

Dwarven "Justice" is brutal and arbitrary.  Especially arbitrary.  (No, wait... especially brutal... no, both about the same, just both "especially" so.)

Alright that makes sense.  The only reason I was confused was because that in a previous game i've played I had a few incidents where the mandate failed, and the noble then had these two thoughts.  "Was upset by a mandate being ignored recently.  Was upset that there was no one to blame for this." 

I guess it must depend on what the item is whether or not somebody gets randomly grabbed for it.
